The Chadian parliament has ratified on Tuesday by majority the appointment of Youssef Saleh Abbas the former rebel who joined President Idris Debby as Prime Minister.  The former rebel lived in exile before becoming a Diplomatic Adviser to the Chadian President in 2006.  Mr. Abbas said in a speech addressing the National Assembly that he would not negotiate with "politico-military opposition".
