Deployment of hybrid forces faces obstacles from the Sudanese government |

The Head of UN Peacekeeping Operations, Jean-Marie Guehenno complained that Sudanese government red tape and lack of resources are delaying the deployment of an international force to protect civilians in the war-stricken region of Darfur. He said in a Security Council debate that the deployment is facing difficulties in "the supply of personnel and equipment, a final agreement on its composition, and administrative obstacles" by the Sudanese government.
Guehenno pointed out that "five weeks before the transfer of authority, UNAMID is still lacking indispensable mobile means" such as helicopters.
