The peace talks between the Sudanese government and the Darfur factions which non-signatories to the Abuja agreement has begun on Saturday in the Sirte town of Libya.
The United Nations and the African Union which are mediating the talks said that final recommendations will be reached to solve the Darfur crisis despite boycotting of the talks by some rebels.
The absence of the remarkable armed movements in Darfur is a main hallmark of Sirte talks.
The UN special envoy to Darfur Jan Eliasson did not give any big deal to the absence of those groups boycotting the peace talks.
He described the absence of the armed groups in the Sirt peace talks as a failure to themselves, but not to the talks.
Elaisson also denied the speculations that the peace talks will be suspended or postponed after the opening session.
The UN special envoy said that the Darfurian social community and leaders of the tribes can be counted as representative of the Darfur people.
The Darfur Factions which have met in Juba have boycotted the Sirt peace talks.
Khalil Ibrahim of the Justice and Equality Movement (JEM) and Abdel Wahid Mohammed AL-Nur of the Sudan Liberation Movement (SLM) are also boycotting the talks.
However, the head of the SLM delegation to the Juba Darfur Faction meeting, Ahmed Abdul Shafi, said his movement is boycotting the talks because the movement is being overlooked by the mediators.
He said that the UN and the African Union regarded the Darfur movements not as real partners in the conflict.
"Our priority is unity and that is why we are boycotting going to Tripoli to start a negotiation that we are not part and partial that has been adopted by the African Union and the UN," said Shafi.
He added "also the African Union and the United Nations they were very much aware that there is a need and nessecity for the unity of the movements and the unity of the voice of the people of Sudan in Darfur".
Meanwhile, the secretary for foreign affairs of the JEM, Haroun Abdel Hamiod, said that his movement boycotted the peace talks the UN and the African Union boycotted trespassed the movement.
"We are not rejecting the talks but the preparations made by the African Union are not quite enough," said Hamid.
He said that up to the moment no unified agenda have been reached for the negotiations.
"The committee was supposed to have met all the parties," he said.
He said that the mediators are considering the government as the main partner while ignoring consultations with the movements.
Meanwhile, the SLM-Minnawi faction, Saif Din-Saleh, told Miraya FM that the UN and the African Union had forbidden the movement from participating in the talks besides the government of national unity.
"Unfortunately we were suprised by the non-participation of the movement's delegation in the opening session," said Saleh.
President Al-Bashir earlier met the Libyan leader, Mummar Khadafi, in the Sirte town on the final preparation of the peace talks.
President AL-Bashir witnessed the signing of a peace deal between the government of Chad and the four Chadain rebel groups.
