The south-south dialogue seeks reconciliation between all the southerners including the southern parties and NGOs which support the peace agreement between the GoNU and the SPLM. An expected conference, on south-south dialogue including the SPLM and seven political parties, will kick off in Juba on Saturday 8th November 2008. The members of the new alliance are United Democratic Front (UDF), Sudan African National Union (SANU), Union of Sudan African Parties (USAP Two), South Sudan Democratic Front (SSDF), South Sudan Democratic Forum (SSDF), Covenant Democratic Party (CDP) and Sudan National Labour Party (SNLP). They called on President Salva Kiir Mayardit to urgently convene south-south dialogue to prepare for the coming general elections in 2009 and referendum in 2011. The conference will discuss the implementation of the CPA; ways to unite the southern parties, combat terrorism and corruption, along with addressing the insecurity throughout southern Sudan. On 06 November 2008, Miraya FM quoted the Chairperson of the Sudan African National Union Party, (SANU), Toby Madut as saying that his party has no objection to ally with the SPLM in the coming elections if SPLM is committed to the programme of "New Sudan." The Chairperson of the United Democratic Front, Peter Sulle told Miraya FM that they will participate in the conference. He added that his party received a formal invitation to attend. Peter Sulle stressed that dialogue is the solution for south-Sudan issues. On Monday 30 June 2008, Sudan Tribune reported that Deputy Chairman of South Sudan Democratic Forum and state minister for irrigation in the government of National Unity Mr. Mayom Kuch Malek, spoke about establishment of the head office of the south-south dialogue in Juba and branches in all the southern states in order to support coordination of work. He further urged others south Sudan political parties which are not member of the alliance, to join. Two members of the southern alliance, The Covenant Democratic Party (CDP) and the Sudan National Labour Party (SNLP) decided to merge in one political organization. The Covenant Democratic Party (CDP), was launched in May 2005 in Cairo, Egypt by southern Sudanese students. It is chaired by Mr. Benjamin Ochan Erkolano, and it was finally relocated to southern Sudan capital of Juba in 2007. The Sudan National Labour Party (SNLP) was founded in June 1986 and registered in 1997, and chaired by Mr. James Anderia Agany. The headquarters of the party will be in Khartoum state, Malakal and Juba, and it will be supervised by Mr. Shadarach Baker Michael as party Secretary General of Southern sector. Background A meeting on south-south dialogue met in Nairobi on 21st of April 2005, and recommended that the Democracy, public freedom and human rights would be the criteria to govern the south and good governance based on transparency and accountability. The conference was divided into eight committees in order to discuss and resolve eight issues related to the southern Sudan, it mainly confirmed the achievement of reconciliation, tolerance and unity between the southerners, support the peace agreement, participation in the constitution drafting committees, address issues of democracy, decentralization and good governance, ensure human rights, stability and management of the voluntary return of refugees and displaced persons, the reconstruction and sustainable development. On 3rd March 2005, Sudan Tribune website reported that the southern State Coordination Council had decided to boycott the preliminary meetings of the south-south dialogue protesting SPLM’s proposal, which they considered unworkable. Al-sharq Al-awsat daily paper published on 22nd of April 2005 that James Wani expressed his surprise about the non-participation of armed groups supported by Khartoum in the conference, in particular its leader Quaolito Maitb.
However, the leader of the Democratic Forum for Southern Sudan Bona Malual is not optimistic of the implementation of the peace agreement, but he said that the south-south dialogue could have been held since a long time, but the SPLM had rejected to hold it.
